(4)  Solicit - Use following example solicitation letter to build your solicitation request. When you have provided the appropriate information, fax or email the letter to each individual recipient. Make sure you print a transmittal report from either medium used. For businesses with no fax or email address, send a certified letter, if time allows and tape the receipt to your solicitation letter when submitting with your bid package.

(5)  Negotiate in good faith with responses and try to fill your contract goal.

Often, contract requirements stipulate that you must fulfill each step in order to make the sufficient points to qualify for passing your contract requirements. Make sure you study each step to make your points. If you’re going to spend all this time figuring your best bid on a project, you don’t want to lose it because you didn’t do your Good Faith Efforts.
