SCOPE OF SERVICES 1. The targeted weeds for harvest are widgeon grass (Ruppia Maritima) and filamentous algae located throughout the length of the lagoon (Exhibit A). 2. Targeted depth of harvest is from the top of the water surface level down to a minimum depth of four (4) feet throughout the lagoon and as sub-surface depths allow. 3. Contractor will execute two harvest schedules and remove aquatic weeds via mechanical and hand-harvest methods in the following ways: a. Aggressively harvest filamentous algae concentrations early to prevent the spread of paddies throughout the lagoon. b. Harvest widgeon grass throughout the length of the lagoon to ensure the lagoon boat traffic areas remain free of any floating or sub-surface weeds. Traffic buoys will be placed (north to south) down the center of the lagoon. Contractor is responsible for avoiding and protecting the centerline buoys during harvest. i. In the first harvest schedule (June 10, 2019 – July 19, 2019), Contractor will harvest and remove aquatic weeds starting at the southern launch and northern ends of the lagoon (Exhibit A: areas A and C - algae seeding areas). Contractor will then follow with widgeon grass harvests throughout the full length of the lagoon, fifty (50) feet out on either side of the centerline buoys (one hundred (100) feet wide total both sides) (Exhibit A: areas A, B, and C). This harvested area allows rowing traffic to circle the length of the lagoon in a giant oval run. ii. The second harvest schedule (July 23, 2019 – August 2, 2019) will focus on sweeping through the remaining (entire) length of the lagoon shorelines and traffic lanes to remove any missed areas (floating paddies) in the lagoon (Exhibit A: area B), making a second pass through the south end of the Berkeley Paddling and Rowing Club (BRPC) launch area (Exhibit A: area A). Last, Contractor will focus efforts to clear out the north end (Exhibit A: area C) in preparation for the annual lantern ceremony (scheduled early August, 2019). 4. Coordinated inspection tours (three (3) of them) will be scheduled between Contractor and the City’s project manager to ensure the targeted areas and travel lanes have been thoroughly cleared and the weeds have been removed. Inspections will be scheduled at: 1) the start of the project; 2) the end of the first harvest cycle; and 3) the project’s completion, where Contractor will perform a final walk-through of the job with the Project Manager or their designee to verify that all work performed conforms to contractual obligations. 5. Contractor will launch and recover the harvester from the west side of the lagoon at the boat ramp area adjacent to the Berkeley Water Ski Club (Exhibit A: area #1). 6. All harvested weeds (spoils) shall be removed and transported to a staging area approximately four hundred fifty (450)-feet north of BPRC (Exhibit A: area #2). Once the spoils have dried, City staff will dispose of the harvested material. 7. Harvester will operate as close to the shoreline as the boat draft and obstacles will allow. 8. Contractor shall also use hand-tools to harvest the areas not accessible or too shallow for the mechanical harvesting boat. Hand-harvested areas will focus especially on both sides of the north end (Exhibit A: area C) and the inter-tidal area between the tide gates and the Water Ski Club Island (Exhibit A: area #1). 9. The northern hand-harvest areas consist of approximately three hundred (300) linear feet of west shoreline and out twenty (20) feet from the water’s edge (approximately six thousand (6,000) square feet) and approximately three hundred (300) linear feet of east side shoreline twenty (20) feet out from the water’s edge (approximately six thousand (6,000) square-feet) for a total of approximately twelve thousand (12,000) square feet of hand harvesting on the northern end (See map Exhibit A: area C and #1 for hand-harvesting locations). 10. This area of renovation borders the Codornices Creek. Any use of pesticides, including herbicides, will not be authorized for this project.11. Work hours are limited to Monday through Friday, 7:00am to 5:00pm schedule. Permission to work outside of the above schedule must be approved by the City’s Project Manager (PM) and requests must be submitted to the PM at least one (1) day prior to the requested change. 12. Contractor will use professional courtesy and remain attentive to other lagoon users. These include, but are not limited to recreational users: the BPRC, The Berkeley Water Ski Club, and the Waterside Workshop. 13. Contractor will be allowed to anchor harvester overnight on the west side of the Water Ski Club Island (Exhibit A: area #1) to minimize transport time. Anchoring on east side of the island is prohibited. 14. The project close-out and final retention payment of ten (10) percent shall require an acceptance of the work from the City’s Project Manager. 15. A current business license, bonding and insurance shall be required.Q&A due by 04/23/19.Prevailing wages.
