The overall goal of the study is to provide the Commission with detailed costs and options to renovate the current courthouse or to build a new courthouse that it is suitable for both the immediate and future needs of the county. Preferably, the courthouse or new courthouse complex will remain in the current location, but the Board is willing to consider other options as well. Following any repairs or renovations to the current building, the structure will undergo follow-up testing by independent certified industrial hygienists to ensure all potential hazards were appropriately mitigated. Analyze the current courthouse building to determine its highest and best use. Investigate and document all current and pending problems with the current structure and provide estimated costs to remediate, repair, or improve the current courthouse. Develop options for renovation, expansion, and/or new construction to present at a Work Session with the Commissioners and county officials. Demolish the current courthouse and the old jail facilities on the courthouse circle to create a greenspace or park. Build a new facility on the current site or on other county owned land. Remove all pigeon contamination, mold, lead paint, and asbestos from the current building. Stabilize the building’s structural issues, stop water intrusion into the basement, install a new roof, and seal the exterior brickwork to mitigate water intrusion through the walls. This option is essentially cleaning and stabilizing the structure in the hopes that some future use or funding can be found for the building at a later date. With no major structural additions, and using the existing footprint of the building, renovate and repair the current courthouse to provide as much office space for officials and court proceedings as possible. With a significant expansion of the current building, renovate and repair the current courthouse to provide for both the current and future needs of the courts and county officials.
