The work specified in this section shall consist of furnishing all labor, material, and equipment necessary to perform all operations for the application of a penetrating asphalt rejuvenating emulsion to asphaltic concrete surface courses. In addition, and with the same penetrating carrier liquid, apply photocatalytic titanium dioxide to create a pollution reducing pavement surface. See Attachment A for the list of streets to be included for application. The rejuvenation of surface courses shall be by spray application of a petroleum maltene based cationic rejuvenator/pollution remediating emulsion composed of petroleum oils and resins emulsified with water and containing photocatalytic titanium dioxide nanoparticles in a minimum parts per million at a specified depth as hereafter required. This project encouraged MBE/WBE participation.
