RFP - Emergency Alert Siren System Project, Wilmington NC

The purpose of this request for proposal is to solicit responses from vendors who can provide an Outdoor Emergency Alert Siren System (“Siren System”) for the University of North Carolina at Wilmington’s (“University” or “UNCW”) Department of Environmental Health & Safety (“EH&S”). The Siren System will be used to alert students, faculty, staff and visitors on campus of an emergency. The current siren system is an American Signal Corporation (ASC) utilizing outdoor electromechanical equipment model Tempest T-121 and indoor activation equipment with the model number CSC-960. Currently the University has five (5) sirens and two (2) non-portable CSC-960s and one (1) portable CSC-960. Two (2) sirens entered service in 2007 and three (3) in 2011. Communications between outdoor and indoor components is accomplished only through radio signal. The radios utilized are made by Kenwood UHF equipment. The siren system is silent tested twice daily through use of the Compulert NexGen server software, which communicates via UNCW network to the permanent mount CSC-960 in the University Police Department. The CSC-960 then radios the outdoor siren equipment performing the system test. This is the only method to conduct a silent test. The current siren system is growl tested monthly with each outdoor unit tested individually. Currently, the siren system is tested at full volume three times per year. All sirens sound simultaneously during the full volume test. Power is supplied to outdoor components via electrical grid, which charges four (4) batteries that power the siren components. A secondary battery powers the radio. Power is supplied to indoor components via electrical grid that charges a smaller battery within the CSC-960, which then powers the activation console. This project encouraged MBE/WBE participation.
