The Ute Indian Tribal Housing Authority is inviting proposals for all labor, tools, equipment, and expenses to provide Pest extermination of roaches, spiders, and bedbugs Pest control for mice, birds, and bats Emergency pest control as needed Annual pest control scheduling Interest firms shall submit proposals which include a business resume,description of the services to be provided,three clients to serve as references, provide history on working with Indian Housing Authorities or Native American Tribes, fee structure and types of expenses that are charged, and identification of the individual(s) in the firm who will have primary responsibility for providing services to the Housing Authority. Each proposal will be rated using a point system that is applied to the information provided by the offeror that addresses the needs of the housing authority. The rating system is as follows: Past working experience with Indian Housing Authorities 15 points Professional licenses and/or certifications in Pest Control 15 points Fee structure & expenses 15 points Indian Preference 15 points Contract history/work performance 15 points References 15 points Total Points 90 points This Request for Proposals (RFP) is being advertised as an open enrollment procurement with Indian Preference.Preference. Firms claiming Indian Preference must submit proof of enrollment with an Indian tribe as defined in the Native American Housing Assistance and Self-Determination Act (NAHASDA) of 1996 and also provide proof of at least 51% Indian ownership of their firm. Davis-Bacon wage requirements shall apply. Federal funds are being used to fund this contract. All applicable federal laws shall apply including but not limited to the provisions of the Native American Housing Assistance and Self-Determination Act (NAHASDA) 25 U.S.C.4101,et seq. In accordance with Section 3 of the Housing and Urban Development Act of 1968 and the implementing regulations at 24 CFR part 135, the Contractor will make best efforts, consistent with federal and tribal laws and regulations (including Section 7(b) of the Indian Self Determination and Education Assistance Act), to give low- and very low- income persons the training and employment opportunities generated by Section 3 covered assistance and to give qualified business concerns and contracting opportunities generated by Section 3 covered assistance. Contractors will be required to be registered with the Ute Indian TERO, have a tribal business license, and obtain Access Permits prior to submitting proposals. These documents along with required insurance information are required to be submitted as part of the proposal. The anticipated term of the project is two years.
