The Trustees of The California State University are requesting Statements of Qualifications (SOQ) from interested and qualified design-builders (Respondents) to provide design, preconstruction, and design-build construction services for the above-named Project. The Trustees will select a design-build team consisting of a general contractor and architect (Design-Builder) using a two-step process: (1) this Request for Qualifications (RFQ) from which Respondents may submit SOQ to the Trustees, and (2) the Request for Proposals (RFP) which the Trustees will issue to the shortlisted firms. A technical review committee shall review the respondents’ SOQ and, based on the criteria identified in the RFQ, the committee shall select no more than four finalists to receive the Request for Proposals. Selection of the winning Proposer will be based on qualifications and proposed fees (a design competition is not utilized). Collaborative Design-Build is a two-phased delivery process: Design Phase and Design-Build Phase, and the Trustees will issue a separate contract for each phase. DVBE partciipation requirements apply The Project consists of: Butte Hall, originally constructed in 1972, is one of the main academic buildings on the CSU, Chico campus housing the majority of the classrooms, administrative space, and faculty offices for the College of Behavioral and Social Science (BSS). Additionally, the 4th floor of the building currently contains the campus data center and campus communications hub along with approximately twenty communications staff offices. The 89,075 GSF building is seven stories total, which consists of steel frame gravity load construction with lateral force resisting concrete shear walls throughout. The renovation will include hazardous materials removal and mitigation, MEP and telecommunications upgrades, on-site generator replacement, fire-life safety upgrades, building and site accessibility upgrades, improvements to the exterior envelope, surrounding landscape, site storm drainage, and roof system. Intent of the final renovation is to incorporate active learning classrooms, lecture rooms, administrative and faculty offices, conference rooms, and breakout areas to bring the building to modern day teaching standards. As part of the renovation, the campus data center and communications hub will remain in the building long-term, although could be temporarily moved during construction. The renovation will require coordination and moving of a large amount of faculty and staff to other buildings on campus in order to maintain College of BSS operations during construction.
