The City of South Fulton (the “City”) invites interested vendors to submit proposals to provide the City assistance with preparation of a Streetlight Masterplan. A detailed outline of the proposed methodology to complete and manage the project scope including high level timeline and brief description of the key tasks, key milestones, and key deliverables. State the vendor/offeror’s understanding of the scope services being solicited by the City. If there are any gaps between what the vendor/offeror believes should be the proper scope of services, given all information available, the offeror should clearly identify these gaps. Provide a detailed breakdown and description of the specific steps, services that will be provided. Describe how the final product will be structured and presented upon completion. Include any computer/software compatibility information. Vendors may elect to include in the section any innovative methods or concepts that might be beneficial to the City of South Fulton as long as the minimum requirements set out in this RFP are met. The goal of the project is to develop a masterplan that identifies ways to meet existing and future street lighting needs of the community in a manner that reflects the city’s vision, the community’s values as well as the context of the surrounding built and natural environments. It will identify a defined approach based on available technology- including solar- and options that integrate policies and programs within the context of the community’s goals and objectives. It will address safety needs of all users of the transportation network; maintain infrastructure aesthetics that are compatible with surrounding area; provide standardization to minimize inventory and maintenance needs; be cost-effective and energy efficient. The plan will also help guide future streetlight infrastructure improvements and operation programs as the City continues to upgrade the system under minor and major capital improvement programs (CIP), private development improvements, and localized (spot locations) improvements, i.e., aiming at discouraging illegal dumping.
