Project is in the planning stage. The existing water crossing structures at this location have been identified as fish passage barriers. By replacing the existing structures with fish passable structures, the restriction to fish passages will be eliminated. In an effort to protect and restore salmon runs a federal court injunction requires WSDOT to significantly increase the efforts to remove state owned culverts that block habitat for salmon and steelhead to restore the fishing rights of the Native American Tribes at their usual and accustomed places. The injunction requires that WSDOT correct approximately 413 fish barrier culverts to open 90% of the upstream fish habitat by the year 2030. This project will replace 5 existing fish barrier crossings on SR3, SR16and SR166 in Kitsap County, City of Bremerton and City of Port Orchard with fish passable structures (buried structures and bridges) in compliance with the Federal Injunction regarding fish passage underneath WSDOT highways. This project will be delivered in Design-Build delivery method. A federally funded project with condition of award disadvantaged business enterprise goals to be determined.
