The Lake County Department of Social Services is requesting proposals from qualified proposers to provide In-Home Supportive Services Public Authority labor negotiations consultant services. Contractor shall: A. Advise and consult with the Director and In-Home Supportive Services (IHSS) Public Authority Board of Directors (Board), at such times and places as may be mutually agreed upon by the Contractor and the Board or the Director on all matters relating to employment conditions and employer-employee relations. B. Meet and confer in good faith for and on behalf of the Public Authority, as the designated representative of the Board and the Director, with representatives of the employee organization for IHSS providers at such times and places as may be mutually agreed upon by the Contractor, the Board and the Director. C. Report to the Board and the Director on the progress of meeting and conferring in good faith with the recognized employee organization. D. Prepare written memoranda of understanding in a form and manner approved by the Board and the Director. Contractor shall prepare, maintain and/or make available to LCDSS upon request, all records and documentation pertaining to this Agreement, including financial, statistical, property, recipient and service records and supporting documentation for a period of four (4) years from the date of final payment of this Agreement. If at the end of the retention period, there is ongoing litigation or an outstanding audit involving the records, Contractor shall retain the records until resolution of litigation or audit. After the retention period has expired, Contractor assures that confidential records shall be shredded and disposed of appropriately. All questions are due 9/22/23.
