C-TRAN seeks qualified bidders experienced with large public projects for a multi-phased construction project at an active public transportation site to provide all labor, materials, and equipment for new site and building construction per the Solicitation. C-TRAN is expanding existing bus Operations and Maintenance Facilities, as well as completing site improvements to meet the agency’s current and future needs at the Operations and Maintenance Facility located at: C-TRAN 2425 NE 65th Avenue Vancouver, WA 98661. Construction projects included in this Solicitation follow with complete descriptions and specifications included in the Exhibits. Permits were submitted to the City of Vancouver in February 2022, with construction anticipated to begin in July 2022. Please breakout your bids per the Bid Form (Attachment A-1) in the Invitation to Bid document. It needs to be broken out by each plan set. Phase 2B: Yard Improvements, Phase 3: Operations Building, Phase 4: Maintenance Building Expansion. • Maintenance Building New Construction one (1) story building, approximately 14,000 square feet. The new building will maintain a covered connection to the existing Maintenance Facility via existing service doors, while seismic separation will be provided between the new and existing buildings. The first floor of the new building will house space for bus maintenance, and ancillary mechanical, electrical, fire, janitorial, and restroom support spaces. A partial mezzanine will be provided at the south side of the building to provide access to additional mechanical service space and roof access above, a dedicated and independent mechanical, and structural system will be provided for the building. Construction Type: o TYPE II-B Construction that includes full coverage automatic sprinkler system and monitoring system. Load bearing exterior walls to be non-rated construction. All other construction and structure are not required to be rated construction. o Structural System: o Foundation: Shallow continuous foundations at precast exterior walls. Shallow spread foundations at columns. o Floor: Concrete slab on grade at Level 1. Sheathing over cold form metal framing at Mezzanine. o Exterior Walls: Precast concrete panels. o Roof: Insulated roof over metal deck, supported on open web steel joists. Cold applied TPO system with rigid insulation and mineral cap sheet. o Exterior Cladding – Basis of Design: Flat, reinforced metal panel at vertical lift door transoms, with dry joint design. Standing seam metal roof and flat, metal panel soffit at steel framed breezeway between new and existing Maintenance buildings. Openings: hollow metal door frames, aluminum store front and vertical lift doors. • Operations Building A new one (1) story building approximately 20,600 square feet. Interior will contain offices, employee lounge with kitchen, exercise room, training and conference rooms, small meeting rooms, kitchenettes, computer rooms and mechanical, electrical, fire riser and MDF rooms. Construction Type: o TYPE IV-C Construction that includes full coverage automatic sprinkler system and monitoring system. Primary structural frame and load bearing exterior walls to be one (1) hour rated construction. Roof construction and associated secondary members to be one (1) hour rated construction. All other construction and structure are not required to be rated construction. Structural System: o Foundation: At exterior and shear walls: Shallow thickened slab. At exterior building columns: Shallow spread foundations. At interior building columns: Shallow thickened slab. Interior foundation ties: Slab-on-grade. Exterior foundation ties: Grade beams o Floor: Mild steel reinforced 5” thick concrete slab-on-grade o Exterior Walls: CMU veneer o Interior walls: Non-bearing cold-formed steel stud walls o Lateral force resisting system: Rigid MPP diaphragm o Roof: Standing seam metal roof with rigid insulation. Insulated roof over MPP, supported on glulam beams and columns o Exterior Cladding – Basis of Design: CMU veneer and metal panels fastened to exterior wall system. Flat, reinforced metal panel fastened to exterior wall system. Standing seam metal wall panel fastened to exterior wall system. Aluminum Storefront entry system. Aluminum Curtain Wall System. • North Yard Expansion o New high impact concrete is being constructed to increase the available surface for revenue vehicle circulation, as well as access to the new maintenance bus bay expansion facility. Construction consists of high impact concrete, curbing, bollards, fencing, new revenue vehicle exit gates, landscaping, site draining and bio swales, striping, and lighting. o New asphalt visitor/ADA parking lot, security fencing, and street improvements. o New emergency generator with enclosure and relocation of existing utility transformer. Bonds required. Prevailing wages.
