The City of Evanston’s Bureau of Capital Planning & Engineering of the Evanston Public Works Agency is seeking proposals from experienced firms for: Chicago Avenue Corridor Improvements. The City is seeking statement of qualifications from experienced engineering firms to complete Phase I Engineering for Chicago Avenue Multimodal Corridor Improvement Project. The limits of the project on Chicago Avenue are from Howard Street to Davis Street. As part of the Phase I Engineering Bicycle, Pedestrian and On-Street parking accommodations should be incorporated as part of the Chicago Avenue Corridor Improvements. The Phase I Engineering will be funded through the City’s Capital Improvement Fund. The City wants to apply for various federal funds including Regional STP, CMAQ & ITEP for the Phase II design engineering and phase III construction engineering and construction. The selected consulting firm will need to satisfy Illinois Department of Transportation (IDOT) requirements for Phase I, II & III engineering as well as prepare the funding applications. . The approach to the Chicago Avenue Corridor Improvement project consists of data collection and analysis; coordination with stakeholders including property owners abutting the project and obtaining the public feedback; recommendation of options to address needs of all users of this multimodal corridor; development of concept plans for improvements; and preparation of cost estimates. The consultant shall coordinate with all the utility companies including Com-Ed, Nicor, AT&T, RCN, COMCAST, etc.… for existing plans and proposed improvements. Coordination with CTA & Union Pacific shall be required as well since Chicago Avenue provides major access to the train stations adjacent to the corridor. Consulting firms should provide relevant experience for both the firm and key staff and elaborate on how they will approach the project. If required by the bid documents, a scanned copy of the bid bond must be included in the pdf file submission. The City is currently not able to accept a certified check, bank cashier’s check or electronic bid bond at this time. This project encouraged MBE/WBE participation.
