The CMAR services will be performed in two phases with two separate contracts. Phase I, the first contract, will include the pre-construction services and the preparation and submission of the (GMP). Phase II, the second contract, will include construction services for the construction of the project. It is anticipated that the project will be constructed using multiple GMP(s) or phases of construction. The City of Buckeye intends to procure a CMAR to construct the improvements described in this Section. This project will be constructed pursuant to A.R.S. 34-601 et seq. The program budget for phase one of the project is approximately $40M; phase two budget will be determined at a later date, the published budget numbers include both internal and external costs. The scope narrated below, along with the Attached Exhibit A “October 2020 Water Campus #16 Master Plan”, identifies the City’s overall water campus goals. The City may, at its discretion, reduce or add to this scope based on forecasted funding availability and/or other phasing requirements identified throughout the design process. After being selected, the CMAR will execute a contract with City of Buckeye to provide pre-construction services during the design phase of the project as follows: Pre-Construction: CMAR will be a part of the Project Design Team and will participate in the Project Review and consult with City of Buckeye staff and the Project Engineer during project development. CMAR will provide cost estimating, value analysis services, value engineering and offer cost savings suggestions and best value recommendations. CMAR will provide project planning, phasing recommendations and scheduling. CMAR will provide constructability studies and reviews. CMAR will assist in the coordination of Contract Documents. At the completion of the design or at any earlier time as required by City of Buckeye, CMAR will submit Construction GMP(s) to City of Buckeye. The CMAR will be requested to provide Construction Cost Estimates based on marketplace conditions. The CMAR will act as the City of Buckeye’s fiduciary and have a relationship of trust and confidence between itself and City of Buckeye. For that reason, the Project will be an “open book” job whereby City of Buckeye will attend any and all meetings of the CMAR firm relating to the Project and have access to any and all books and records of the CMAR relating to the Project. After CMAR has submitted Construction GMP(s) acceptable to City of Buckeye, the CMAR and City of Buckeye intend to execute a second contract for complete construction services for the construction of the project or certain phases of the project. The CMAR will assume the risk of delivering the project phases through a guaranteed maximum price contract. The CMAR will be responsible for construction means and methods. The CMAR shall self-perform at least forty-five percent (45%) of the total contract price for construction. Exhibit A “October 2020 Water Campus #16 Master Plan” identifies Water Campus #16 (WC #16) which is a proposed regional water campus intended to serve an area of approximately 4,912 acres, including residential, industrial, and commercial land uses spanning three City water service areas, (#1, #2 and portions of the Valencia systems as shown in the City’s 2017 Integrated Water Master Plan [Carollo, 2017] and two pressure zones (Pressure Zones 1 and 2). The anticipated total average day and maximum day water demands for WC #16 are approximately 10.07 mgd, and 16.93 mgd, respectively. With City-required additional zone contributions to be provided at each regional water campus for redundancy and system resiliency, the anticipated build-out total maximum day water demand for WC #16 is approximately 18.93 mgd. Detailed design and oversight of construction using Construction Manager at Risk (CMAR) delivery of the following Phase 1 infrastructure: Well site development, equipping and onsite piping. Up to ten well sites providing an average of 500-gpm each are anticipated to meet the Phase 1 goal of 6.28-mgd for a firm capacity of 4.71 mgd (based on 18 hr. duty cycle). Offsite piping including individual well site transmission piping to a large diameter collector transmission main to the Water Campus site and potable water distribution piping from the Water Campus. Farallon Water Campus. The campus is anticipated to include aboveground cast-in-place concrete storage tanks, booster pumps, hydro pneumatic tanks, treatment (some combination of blending, arsenic and/or reverse osmosis depending on available water quality), and chlorination facilities for 4.71-mgd of firm capacity.
