The selected CMA shall be tasked with providing construction phase services in a good and workmanlike manner pursuant to the design documents and in compliance with all relevant laws. The CMA will oversee the Construction Manager at Risk (“CMAR”) constructing the Project as well as the following duties: 1. Provide a current and projected needs assessment and review of physical assets 2. Create and implement detailed master project schedules 3. Create and implement a Construction Phasing Plan 4. Review Cost Estimates of CMAR and manage the provision of reasonably accurate and updated construction cost estimates throughout construction 5. Oversee the timely detection of design problems that could affect cost or constructability and propose effective design solutions 6. Validate the CMAR’s proposed final Guaranteed Maximum Price 7. Oversee suggestions for Value Engineering and perform life cycle cost analysis 8. Coordinate all applicable budgets and oversee CMAR’s budget 9. Aid the City in Best Value procurement processes and 10.Aid the City with procurement to establish pre-qualification lists, as necessary 11.Participate in Work Sessions and Meetings of City Council and applicable boards and commissions and maintain close contact with City’s architect or engineer 12.Oversee the CMAR’s time management on a project 13.Oversee the management of Costs, Schedules, and Information Management and use Tools for tracking 14.Reduce the need for change orders from the construction contractor(s) 15.Supervise and coordinate Contract addendums and Change Orders that do occur 16.Supervise the CMAR’s use of Contingency monies 17.Provide monthly reports to the City showing progress towards completion and savings 18.Oversee approval of invoices for amounts billed versus work completed 19. Supervise the management of Materials on Hand requests 20. Provide stakeholder management 21. Provide any applicable public communication plan for neighborhoods and community members 22.Supervise the CMAR)’s quality management and control plan 23.Oversee management of project close out 24.Review contracts managed by CMAR, e.g., geotechnical firms 25.Coordinate all submittals provided to the CMAR from contractor and design team 26.Coordinate City Architect’s site visits and punch list tracking 27.Supervise the CMAR’s monitoring of punch list item completion 28.Oversee the issuance of Notices to Proceed 29.Create, implement, or oversee the creation of a Safety Plan 30.Perform needed Project follow-up and inspection services during the construction process as needed.
