The Elsinore Valley Water District (District) is implementing the Horsethief Canyon Water Reclamation Facility (HRCWRF) Design-Build Rehabilitation and Expansion Project (Project) under the design-build (DB) contracting method. The District is soliciting proposals from the following Proposers (in alphabetical order): • CDM Smith • J.F. Shea Construction Questions are due by May 20th @ 3:00 PM. Bonds required. Prevailing wages apply. If the Project receives SRF funding, Proposers shall make good faith efforts to use certified DBEs.
