The City is looking for professional design services and requires support from an experienced and qualified engineering firm for the Marine Avenue at Cedar Avenue Traffic Signal and Intersection Improvement Project. The goal is to improve the intersection configuration and traffic signal operations to facilitate the progression of the traffic, which will reduce delay to the traffic from Manhattan Beach Village Shopping Center and alleviate the delay at the intersection of Sepulveda Boulevard and Marine Avenue. The Project would modify the Marine Avenue and Cedar Avenue intersection configuration, and install infrastructure to coordinate the adjacent intersection signal operations with the new configuration. The scope of the Project may include replacement of existing traffic signal poles and master arms, new traffic signal electrical wiring/conduit and modifications or replacement of the existing traffic signal cabinet with Advanced Transportation Controllers (ATC) and Video (Detection) Management Systems (VMS) capable of communicating via the future advanced fiber network along with Battery Backup Systems. The City also prefers to migrate to video detection of all approaches instead of in-ground loop detection. These improvements will also help relieve traffic congestion along both Sepulveda Boulevard and Marine Avenue, especially during peak commute periods. This City project is funded by Metro Measure R funding and the agreement is attached as Appendix E. Also, the existing/new curb ramps must meet current ADA standards. If it cannot meet current ADA standards, a memorandum must be prepared by a CA Registered Civil Engineer documenting why it cannot meet current ADA standards and what is done to achieve compliance to the maximum extent practicable. Any related miscellaneous curb & gutter, driveway approach, restriping, markings, signage, landscape/irrigation restoration will also be a part of the scope of work of this Project. The boundary area affected by the removal of old striping will require a call out of a Type II Slurry Seal and new striping, signage and markings where applicable to ensure the final completed work looks clean, “new” and safe. The City will make all record documents (maps, plans, ordinances, resolutions, studies, etc.) available to the Consultant. City staff will provide the guidance and assistance necessary to obtain the information required for the completion of the Project. Other Details The Consultant to provide design services for the Marine Avenue at Cedar Avenue Traffic Signal and Intersection Improvement Project in terms of preparing site plan, plans, specifications, cost estimate, and construction phase engineering support. The design consultant shall prepare a complete drawing set of plans, notes and details to construct the proposed improvements. The construction drawings shall include all necessary and significant civil aspects of design and utilize the City’s standard title block. The design consultant shall prepare detailed Specifications for the improvements to be incorporated into the City’s standard “boilerplate” Contract Documents. The design consultant shall prepare detailed cost estimates for the improvements. All drawing sheets must be stamped by a civil engineer, licensed by the State of California. Plans and calculations for products designed by others must be reviewed and approved by the engineer of record for the project. The design consultant shall ensure that the final design contains a typical industry-standard level of detail required to procure and construct the proposed improvements. Design submittals are required to be submitted to the City for review and comment at 35%, 65% and 95% Plans, and 90%, complete and final Specifications. Also, the design consultant shall assist the City with tasks during the bidding and construction phase. Q&A due 05/04/21 at noon. Prevailing wages. Bonds required.
