The City of Destin (CITY) is seeking qualifications and services from professional Engineering and Project Management firms to provide ongoing consulting, engineering, streetscape design resources and proficiency, and project management services on an "as needed" basis for the undergrounding of utilities for the CITY. (For clarity, as used herein, “CITY” means the legal entity that has issued this RFQ; “City of Destin” generally means the geographic area within the corporate limits of the CITY, unless used specifically in connection with the CITY’s government, e.g., City of Destin City Council, City Hall, City Manager, City Clerk, or City Attorney. Persons or firms submitting their qualifications and other responsive information in response to this RFQ are “Respondents” and their qualifications and information thus submitted are “Responses.”) The contract resulting from this RFQ will provide for the selected CONTRACTOR to perform the scope of services (scope of work) set forth herein for the CITY’s contemplated conversion of all existing overhead utility facilities, including electric, telecommunications, CATV, broadband, and similar facilities, to underground facilities (the “PROJECT”). The exact duration of the PROJECT is not known at this time, but the CITY believes that, including the planning, design, cost estimating, initial contract negotiations, and related support work that will be required in addition to additional contracting and construction management for the actual conversion of facilities through the PROJECT, the PROJECT will probably take between five (5) and eight (8) years. The actual construction and conversion work for the PROJECT is expected to be done in phases over the entire term of the PROJECT. The term of the contract that the CITY expects to result from this RFQ will therefore be for an initial period sufficient to cover the CONTRACTOR’s work through the completion of the first phase of the PROJECT, with options to renew for additional periods based on the ultimate design and phasing of the PROJECT. Anticipated work includes PROJECT liaison services with CITY Staff and other agents and contractors of the CITY, CITY elected officials, the UTILITIES, other government agencies, and citizens within the PROJECT area; engineering design and planning; construction planning; cost estimating, including due diligence and engineering reviews of cost estimates projected by the UTILITIES; support for CITY financing activities for the PROJECT; easement configurations; electrical, CATV and telecommunications design services; bid document preparation; assistance with contract negotiations with the UTILITIES and construction contractors and sub-contractors; contractor evaluation services; construction management services; contract management; provision of PROJECT as-builts; and related surveying and other related work as mutually agreed upon in conjunction with the PROJECT.
