HCD is seeking proposals for on-call, as needed, Environmental Consulting services from qualified environmental consulting firms that have a demonstrated experience with preparing documents and providing technical assistance in compliance with NEPA, 24 CFR Part 58, 24 Code of Federal Regulations part 51 (Environmental Criteria and Standards) (24 CFR Part 51), and the California Environmental Quality Act (Pub. Resources Code ยง 21000 et seq.) (CEQA). To effectively meet the needs of HCD and its requirements under NEPA and other related environmental regulations, it is expected that the selected Contractor will maintain a current and thorough understanding of NEPA and CEQA; be able to understand and articulate the requirements for each unique project and a range of federal funding sources and the nuances between NEPA and CEQA and HCD and HUD policies; work under tight timelines or on short notice in a cost-effective manner; assist in communicating with local, Tribal, State, and Federal agencies and partners; and prepare reports and administrative records that are adequate and legally defensible. Bonds required.
