This Project consists of major rehabilitation of the City of Port Arthur’s Main Wastewater Treatment Plant (WWTP) permitted for an average daily flow of 9.2 MGD and Main Outfall Lift Station sized for a firm pumping capacity of 45 MGD. Scope of work includes the following: (1) Main Outfall Lift Station: Rehabilitation of the Main Outfall Lift Station including replacement of pumps, piping, and appurtenances; New MCC and Variable Frequency Drives (VFDs); HVAC and architectural improvements to the building; and new bypass manifold. (2) Headworks: New headworks with mechanical screens, screenings processing equipment, grit removal and grit washing and dewatering equipment. (3) Primary Clarifiers: Two (2) new 126’ diameter primary clarifiers and primary sludge pumping system. (4) Vaults: New vaults for flow control valves and flow meters. (5) Trickling Filters: New splitter box for trickling filters; improvements to the four (4) existing trickling filters including replacement of mechanism in all 4 trickling filters and replacement of media in 2. (6) Multipurpose Lift Station: New 45 MGD multipurpose lift station including pumps, piping, valves and other appurtenances. (7) Aeration Basins: Demolition of three (3) existing screw pumps at the aeration basins and structural improvements to the aeration basin influent channel. (8) Aeration Basin Blower Building: Replacement of three (3) existing aeration basin blowers with new multi-stage centrifugal blowers; HVAC and architectural improvements to the blower building. (9) Final Clarifiers: Replacement of mechanism in all three (3) final clarifiers; Two (2) new sludge pumping stations; new scum pump in each clarifier; three (3) new vertical turbine pumps and associated piping and valves at the 15 MGD final clarifier effluent lift station. (10) RAS/WAS Meter: New return activated sludge (RAS) and waste activated sludge (WAS) meter stations and associated piping and valves. (11) Filters: New 30 MGD filtration system and associated backwash and solids removal system. (12) Junction Box: Improvements to the existing flow junction box where final clarifier effluent and filtered effluent combine prior the chlorine contact basins. (13) Chlorine Contact Basins: New actuated weir gates, new grating, structural improvements to the chlorine contact basins; and two (2) new multi-stage centrifugal blowers. (14) Non-Potable Water (NPW) System: New non-potable water system consisting of three (3) vertical turbine pumps, two (2) self-backwashing strainers, new 5,000 gallon hydropneumatic tank, new air compressor, and new NPW distribution system. (15) Chemical Feed Building: Replacement of six (6) chlorine ton cylinder scales; two (2) new sodium bisulfite storage tanks; new skid-mounted sodium bisulfite feed pump system; HVAC and architectural improvements of the chlorine feed building. (16) Aerobic Digesters: New coarse bubble diffusers in both digesters; three (3) new positive displacement blowers and associated air piping; new thickened sludge feed pumps; HVAC and architectural improvements to the digester feed pump building. (17) Solids Dewatering System: Two (2) new screw press; three (3) new sludge pumps; new polymer feed system; and associated piping, valves and appurtenances; HVAC and architectural improvements to the building. Alternate bid includes replacement of the two (2) conveyors for the dewatered solids. (18) Administration Building: Remodeling of the administration floor plan to extend the lab room; and HVAC improvements. (19) Electrical Building: Two (2) new North and South Electrical Building to house new electrical system. (20) Generator: Addition of one (1) new 750 kW generator. (21) Overall: Yard piping and site civil improvements. (22) Demolition: Demolition and disposal of existing structures and equipment as indicated on the contract drawings. DBE Goals Apply. Subject to American Iron & Steel requirements.
