It is the intent of this solicitation to engage one contractor to provide mulching and disposal services for vegetative waste. Contractor shall provide all supervision, labor, materials, equipment, machinery, tools, apparatus, transportation and fuel to perform mulching and disposal services for vegetative waste. Contractor is to process clean yard and vegetative waste received by Solid Waste Division. Yard and vegetative debris is generated from commercial and residential lawn maintenance and land clearing activities. This includes, but is not limited to, loose yard debris, such as grass clippings, brush and limb debris, tree trimmings, palm fronds, logs and stumps. The debris and approximately three (3) acre work site is located at 2705 Peghorn Way, St. Cloud, Florida 34769. The City of St. Cloud currently receives approximately 12,000 tons of clean yard and vegetative waste annually. The contractor shall be ready to process every accumulated amount of 4,000 tons on a quarterly cycle, within 30 calendar days after receipt of Notice to Proceed or Purchase Order. The tonnage is an estimate only. No guaranteed quantity is stated or implied. The contractor shall furnish a well-defined business plan that will include the work procedures and equipment to be utilized in the performance of the work, to include a dust control plan that will minimize dust during the dry season, as well as the method of disposal of the mulched vegetative debris.
