The project is best described as a rail–to-trail conversion and creation of a new multi-use recreational trail. More-specifically, the project will improve the northernmost section of the 38-mile D&H Rail-Trail between Brandt and the New York State border in Susquehanna County. The trail will be used for non-motorized recreation like hiking, biking, dog-walking, bird-watching, and nature study; however, registered snow mobiles are allowed usage in the winter. The trail will also connect to Luciana Park, the Starrucca Viaduct and the Cascade Wye, which are existing recreation and historic areas. Trail heads are proposed at these areas. Trail improvements on this 5.124-mile section will include drainage improvements, resurfacing with TSA, access control gate, safe crossings and regulatory signage. Road Crossings are required at SR-1009 at King Hill Road, Viaduct Street (SR-1009), and North Main Street (SR-1015). A few smaller farm roads and township access points will also be crossed. Existing swales and culvert pipes will be cleaned and additional cross pipes are proposed. The trail surface will be crowned or sloped to provide positive drainage and promote sheet flow to already vegetated areas abutting the trail for dissipation or to side swales for conveyance. In a few areas where the existing rail grade is entrenched, portions of the earthen berms abutting the trail will be cut to allow for drainage. Additionally, the trail will be relocated in Jefferson Junction to move further away from Starrucca Creek and increase trail sustainability. The proposed trail will have a compacted tread comprised of mixed aggregate (Trail Surface Aggregate – TSA) that achieves very high densities able to withstand traffic and erosion better that traditional aggregates. All crossing areas and barrier gate locations, as well as the steeper grade extending from the North Main Street Crossing, will have an asphalt trail surface to provide sustainable surfacing and an ability to install paint for enhanced safety. DBE goal 3%. Prequalification required.
