Two (2) Mandatory meetings: one at 9am and one at 11am on 12/1/21 Any interested vendor must attend the MANDATORY site inspections and pre-bid meeting. The first MANDATORY site inspection will be held in-person at the Health Department garage, located at 921 E. 3rd Street, Chattanooga, TN 37403 on Wednesday, December 1, 2021 at 9:00am EST. All attendees should report to the parking garage entrance located directly across from Erlanger prior to the scheduled meeting start time. All vendors are expected to provide masks for each attendee at the site inspection. To further support social distancing, contractors are asked to restrict the total number of site inspection attendees to no more than three (3) per company. The second MANDATORY site inspection will be held in-person at the Cherry Street garage, located at 625 Cherry Street, Chattanooga, TN 37402 on Wednesday, December 1, 2021 at 11:00am EST. All attendees should report to the Parking Garage street level entrance located on Walnut Street prior to the scheduled meeting start time. All vendors are expected to provide masks for each attendee at the site inspection. To further support social distancing, contractors are asked to restrict the total number of site inspection attendees to no more than three (3) per company.

Trades: Parking Lot, Street & Sidewalk Sweeping, Cleaning & Pressure Washing Services

Seeking sealed proposals from qualified vendors to provide management, operation, and maintenance services for the County’s two (2) parking garages, as per specifications. This scope of the services included in this Request for Proposal (RFP) is to manage all aspects of the County’s two (2) parking garages, insuring that these facilities are operated in the most efficient and safe manner possible, meeting all standards required by federal, state, and local authorities. Management, as defined for these purposes, includes providing staff and equipment to accomplish  the task of collecting fees, monitoring parking activities, and enforcing parking regulations.  Parking garage surface areas shall be kept clean and free of debris to the satisfaction of the County with details regarding proposed standards and protocol for each garage to be included with the proposal submission. Record keeping should be complete and accurate. Records such as gross receipts, deposits, and employee records shall be made available to the County upon request.  Monthly detailed reporting shall be required for all receipts and deposits, with reports and invoices  being provided separately for each garage. The County is interested in expanding the current usage of each garage beyond transient and  monthly parking usage, to include potential overnight and various other parking options. The proposal submission should include recommendations on service enhancements, suggested  strategies, and parking “best practices”.
