New Construction: The Project, in terms of size, scope, and complexity, generally consists of the design and construction of currently needed improvements in the Campus 5 kV electrical distribution system in a manner that minimizes the future cost, effort, and impact of upgrading system voltage from 5 kV to 15 kV. Additionally, the Project will be designed and constructed within the following parameters: Design and Construction Scope Summary: Determine, design, engineer, and provide improvements that extend the useful life and reliability of the electrical distribution system while allowing the Campus to continue to operate at 5 kV until future Campus load growth requires an upgrade to 15 kV. Replace all five (5) existing Campus electrical distribution feeders with 15 kV rated 350 kcmil cables, Replace the existing building switches with less than 15 years of remaining service life with 15 kV rated switches, Replace the existing building transformers with less than 15 years of remaining service life with dual primary 5/15 kV rated transformers, Provide new underground distribution infrastructure to replace unusable portions of the infrastructure and to enhance portions of the existing underground system where future demand growth may occur, Determine and design the route of the new underground distribution infrastructure on the Campus within Campus constraints and restrictions outlined in Part 6 below, Provide topographical and building surveys and measurements, locate and determine extent of existing utilities, Asbestos/hazardous materials, and other existing physical and subsurface conditions as required to design and construct the new work. Provide applications, studies, investigations, testing, inspections, and other work and information required for issuing building permits and certificates of completion applicable to the work. Provide a Stormwater Pollution Prevention Plan applicable to the work that complies with the current NYS DEC SPDES General Permit, complete permit, close out and other forms, and provide technical documentation, site improvements, inspections and other work that may be required for proper permitting. As may be applicable to the construction work areas, provide information required for the Fund’s consultation with the New York State Office of Parks, Recreation and Historic Preservation and provide design and construction work required to mitigate impacts, if any, to any existing historic, architectural, archeological, or cultural resources impacted by the work. Restore site finishes and other existing conditions disturbed during the work. Determine, design, and perform the work in phases that minimizes the disruption to ongoing Campus operations. MBE goal is 15%, WBE goal is 15%, and SDVOB goal is 6%. Bonds required. Prevailing wages.
