SANDAG expects the selected Design-Build Team will bring a partnering approach to the Project while working with all stakeholders, bring innovative ideas and solutions when solving complex challenges, and ensure timely completion of design and construction activities in support of Project excellence.The Otay Mesa East-Mesa de Otay II Port of Entry project is a joint effort between SANDAG and Caltrans, in collaboration with state and federal partners in the US and Mexico, to create a new state of the art Land Port of Entry for the region. This new Land Port of Entry will be located in the Otay Mesa East area of San Diego, California at the southern terminus of California State Route 11. In anticipation of release of a Request for Qualifications, SANDAG is providing this Notice of Pre-Solicitation. It is anticipated that the RFQ will be published in late Spring 2022. For more details, see attached document. The major elements of the Design-Build services may include, the following:  Design and construction for the new 120-acre OME POE and CVEF, which includes: • Inbound primary inspection canopies and boothsThis is not a solicitation. Inbound secondary inspection building and docks for commercially owned vehicles (COVs) • Exit booths • Main building and head house • Inbound secondary inspection building and canopies for privately owned vehicles (POVs) • Outbound primary inspection canopies and booths • Outbound secondary inspection building and docks for COV • Outbound secondary inspection building and canopies for POV • NII equipment • Canine day kennel • Canopied hazmat containment area • Inspection cargo bins • Visitor and employee parking • New CVEF building(s) including weigh in motion equipment • Stormwater facilities (including retention and detention) • Onsite water system • Onsite sewer system including pump stations • Onsite electric, gas, and communication facilities • Secured border fencing • Internal fencing and gates • Multi Energy Portals • Low Energy Portals • ITS infrastructure, including roadway tolling infrastructure and integration with back-office management applications, traffic detection sensors, roadway lane management and variable message signs, and communications systems • Testing and commissioning • Site lighting and perimeter security lighting • Landscaping • Rough and fine grading • AC and concrete paving • Signing and striping • Moveable barrier system • Obtaining permits or approvals from IBWC, Army Corp, CBP • Vault for CBP.
