HACR completes approximately 40 housing rehabilitation projects per year using CDBG funds. When Federal funds are used to assist housing built before 1978, steps must be taken to address lead hazards. All housing units assisted with CDBG funds must comply with the regulations found at 24 CFR Part 35, including subpart R. The service provider will be responsible for coordinating the inspection process outlined below: Provide an experienced and accredited lead assessor to conduct a surface inspection of painted building surfaces for the presence of lead-based paint using a Niton XRF analyzer with the areas of renovation according to the HUD regulations (24CFR Part 35). Coordination with Wake County’s rehabilitation consultant and the homeowner to schedule an inspection; Complete inspection; Prepare comprehensive report; If lead hazard reduction is necessary, coordination with Contractor and homeowner to schedule and perform a clearance test. Wake County provides for one clearance test. Costs for additional tests are the responsibility of the Contractor.
