The Brevard County Board of County Commissioners (“Board”) is seeking qualified plumbing contractors to offer services for connection to sewer, septic system abandonment, and/or repairs of private sewer laterals for grant projects listed in The Save Our Indian River Lagoon (SOIRL) Project Plan. These projects are located near the Indian River Lagoon and Banana River Lagoon throughout Brevard County. Many of the project locations are clustered together in neighborhoods receiving new public sewer service. Brevard County seeks to prequalify properly licensed plumbers interested in being offered periodic opportunities to provide quotes for performing plumbing work for various projects listed in the SOIRL Project Plan. The projects include, but are not limited to, connecting approximately 5,000 properties to new sewer mains, septic abandonment, connections to existing sewer mains, and repairs to broken sewer laterals as determined by smoke testing or inspection camera. Eligible property owners will be given a list of these prequalified Contractors to choose from. Not all of these connections will be performed via prequalified plumbing Contractors. Property owners will have the option to hire a plumber of their choosing, pay for services directly, and seek reimbursement from the County at reasonable rates after completion. However, there has been much interest from property owners to use contractors willing to accept payment directly from the County. In some cases, the cost of a project may exceed a property owner’s eligible grant amount. In that case, the County may pay the Contractor directly for completed work up to the predetermined grant amount, beyond which the SOIRL grant recipient is responsible for the difference.
