Scotland County is seeking Statements of Qualifications (SOQ’s) from professional engineering firms interested in performing engineering services to evaluate its existing Water Treatment Plant (WTP), recommendations of improvements needed, assistance with identifying funding for the improvements and construction administration of the proposed improvements to the existing WTP. Scotland County is located in southeastern North Carolina, bordering South Carolina. The county was founded in 1899 and encompasses approximately 321 square miles. It is bordered to the north by Moore, Hoke and Richmond Counties; and, to the south by Robeson County and Marlboro County, South Carolina. The entire county is contained within the Lumber River Basin The Wagram wastewater treatment plant (WWTP), formerly known as the WestPoint WWTP in Scotland County is currently not treating active wastewater flows but maintains an active NPDES permit NC0005762. The existing Wagram WWTP near the Town of Wagram in Scotland County has undergone various upgrades to reach its current 7.0 MGD capacity but none since 1997. The plant is currently permitted to discharge 1.2 MGD from Outfall 001 into the Lumber River. Scotland County is seeking assistance with evaluating, planning, financing and constructing Wagram WTP recommended improvements. Wagram WTP is located 19500 Airbase Road, Wagram NC 28396. The existing WWTP was designed to treat industrial process wastewater and has a capacity of 7.0 MGD and the rehabilitated and/or replaced unit processes will be designed to treat approximately 0.75 MGD using newer technology designed to treat domestic wastewater to lower pollutant concentrations which will improve the quality of the effluent.
