El Paso County (County) is seeking written best value bids from qualified, licensed, and experienced contractors to provide all labor, materials, and equipment necessary for the Construction of the Widefield ADA Improvements (CDBG) Project. This Project is being funded through the following sources: Community Development Block Grant (CDBG Project No. 4202606) and El Paso County.
The Project, to which the construction work covered by this contract pertains, is being assisted by the U.S. Department of Housing and Urban Development (Office of Housing) and the attached Federal Labor Standards Provisions (Attachment 4 – CDBG Special Provisions) are included in this Contract pursuant to the provisions applicable to such Federal assistance. The contractor or subcontractor will insert in any subcontracts the clauses contained in CDBG Special Provisions and such other clauses as HUD or its designee may by appropriate instructions require, a copy of the applicable prevailing wage decision, and a clause requiring the subcontractors to include these clauses in any lower tier subcontracts. The selected prime contractor shall be responsible for the compliance by any subcontractor or lower tier subcontractor with all the contract clauses in the CDBG Special Provisions. The Project is subject to Davis-Bacon requirements. The County of El Paso, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
