The City of Manitou Springs is seeking proposals from qualified companies for this project. Hiawatha Gardens is located at 10 Old Man’s Trail in Manitou Springs. Due to the procurement guidelines for the City, this proposal includes the full scope for all project phases. Fees for the full scope will be requested as part of the interview process; however, the overall timing will follow the below project phasing. Fees for the full scope will be requested as part of the interview process; however, the overall timing will follow the below project phasing. Phases 1 & 2: Phase 1 Restroom and Parking Lot – installation of new parking lot, vehicular entries, hardscape, site improvements, and landscaping throughout the site to comply with the no-rise requirement; construction of a new restroom structure outside of the floodplain; and creation of a plaza between the existing historic dance hall and new restroom structure. Pre-Construction is anticipated between April – November 2025 (Phase 1); Construction starts November 2025 with completion prior to April 1, 2026. Phase 2 Open-Air Pavilion Rehabilitation and Plaza – restoration and renovation of the existing historic dance hall into an open-air pavilion within the floodplain; creation of art lawn on the west and north sides of the site. Pricing of construction drawings will be expected in Q3 2025 to allow for planning of project funding. Remaining Pre-Construction & Construction is anticipated in 2026. Phases 3 & 4: Phase 3 Vehicular Bridge and Old Man’s Trail Closure – design and permitting of a vehicular bridge over Fountain Creek on the east side 487 El Paso Boulevard and 466 Manitou Avenue. Closure of Old Man’s Trail and integration into adjacent properties. Phase 4 Chase Bank Rehabilitation, Transportation Hub and Restroom – renovation of existing bank building into public restrooms; renovation of existing bank canopy into covered pedestrian zone; new (2) two bus pull off from Manitou Ave; new pedestrian bridge; site integration with Creek Walk Trail; repair/ replacement of existing parking lot to work with new site circulation; and new green space on west side of site. Pricing of Schematic Design Drawings will be expected in Q3 2025 to allow for planning of project funding. Remaining Pre-Construction & Construction is anticipated in 2027. Bonds required.
