The District of Columbia Office of Contracting and Procurement (OCP), on behalf of the Department of Energy and Environment (DOEE) (the “District”) is seeking a contractor to complete the National Environmental Policy Act (NEPA) and National Historic Preservation Act (NHPA) analysis and designs for the Kenilworth Wetland Restoration Project (the Project). The long term goal of this project is to restore up to 21 acres of tidal wetlands in the lower Watts Branch, a tributary of the Anacostia River. The project will help protect a highly vulnerable, low income; African American community located in the District’s 100-year floodplain. Wetland restoration will greatly assist with providing local water quality benefits to Watts Branch, Anacostia River, Potomac River, and Chesapeake Bay, as well as helping to improve habitat in this area for a variety of birds, amphibians, reptiles, mammals and fish. Partners desire creative designs that will be attractive, functional, and cost-effective. The specific objectives of this project are: C.1.2.1 Produce completed and approved compliance documents as required by the National Environmental Policy Act (NEPA) and the National Historic Preservation Act (NHPA) i.e. Environmental Assessment; • Benefit-Cost Analysis using FEMA methodology; • Design up to 21 acres of wetland and/or living shoreline restoration projects along Watts Branch/ at the confluence of Watts Branch and the Anacostia River. Designs should enhance habitat and increase resiliency; • Completion of 15%, 30%, 60%, 90% and 100% design documents, including construction cost estimates; • Assist DOEE community engagement activities to gain public input at the initial concept, 30%, 60%, 90% and 100% design phases; • Construction oversight management / participation.
