City of Pendleton is requesting the submission of Statements of Qualifications (SOQ) for on-call Municipal Engineering Planning, Design, and Construction Management Services. The City may need Preliminary Surveying and Engineering (PS&E) assistance in the preparation of bid-ready documents. The City may also need some Construction Engineering Management (CEM) assistance with selected projects. The City desires to retain up to three engineering consulting teams for on-call service per work category listed below. The selected teams will assist City staff with their next 10 years of Capital Improvements, and may assist in other projects such as overlay paving and street reconstruction projects, utility replacement and conflict projects, aging infrastructure reconstruction projects, extension of various utility infrastructure to assist with future development, levee maintenance, repair and accreditation projects, and utility hydraulic modeling updates.
