The City of Chesapeake is soliciting bids from fully qualified bidders to establish an "as needed" contract to provide Aerial Spraying Services for Chesapeake Mosquito Control Commission (hereinafter referred to as “CMCC”) within the City limits. The CMCC has changed it's approach from an annual aerial treatment plan to an "as needed" treatment plan for when there is a major storm that causes an influx of mosquitoes. Historically applications for both liquid and dry formulations of larvicides have been made with single engine turbines requiring no Congested Area Flight Plans (CAFP). Twin engine aircraft have been contracted to perform ULV (ultra-low volume) operations over heavily populated areas thus requiring CAFP and may require night vision capabilities. Aircraft requirements should typically have a 50+ swath width for most applications. Dibrom (Naled) is the ULV adulticide most likely applied at manufacturer’s rate of application. Product is subject to change. The average size or areas to be treated is dependent on whether larvicides or adulticides are utilized and the target habitats chosen for the treatment. There are protected wildlife and restricted military areas in the region. It is understood that not all bidders may be equipped to bid for both rotary and fixed wing aircraft. Therefore, it is acceptable to bid for either or both. However, all three applications (ULV, Liquid and Dry) must be able to be performed by either fixed or rotary aircraft.
