Electronic Bid. The purpose of this Request for Proposals (RFP) is to invite competitive technical and cost proposals for professional services to prepare a Groundwater Sustainability Plan (GSP) to be adopted by the Bedford Coldwater Groundwater Sustainability Authority (BCGSA). The GSP shall be completed and submitted by the schedule outlined in this RFP. The selected consultant will prepare a GSP that complies with the Sustainable Groundwater Management Act (SGMA), as well as the Emergency Regulations for Groundwater Sustainability Plans and Alternatives, released by California Department of Water Resources (DWR) May 18, 2016, and any other current guidance documents produced by the California Department of Water Resources (DWR) as necessary. Stantec was retained by the BCGSA to act as Administrator and aid in SGMA compliance, organization, and grant administration. The selected consultant will enter into a contract with the BCGSA, but will operate under the direction of, and in conjunction with Stantec to prepare a GSP. Invoices shall be sent to Stantec for approval before receiving payment directly from the BCGSA.
