The City of Eloy is seeking an experienced developer or development team to purchase and build on an 80 +/- acre site located within our recognized Eloy expansion area. This single parcel is located on the west side of 11 Mile Corner Rd., on the north side of Houser Rd. and south of Shedd Rd (see Attachment A). The vacant parcel is currently zoned as I-1 light industrial and is surrounded by parcels zoned for a variety of residential purposes, including single family and estate residential. There is also a well site located towards the southern edge of the property that the City intends to retain an ingress/egress easement. For this project to be successful there are several infrastructural and planning demands that the developer or development team will have to undertake including: • The re-alignment of Houser Rd. west of 11 Mile Corner Rd. and installation of a 4-way traffic light. • The installation of a wastewater lift station at the northwestern corner of the 80-acre site to pump waste to our wastewater treatment facility. • Rezoning of the property. • Record a plat map, in escrow and create three separate lots for the proposed build to rent, apartment, and commercial/retail component. • Payment of an agreed upon purchase price no less than the appraisal for the land as it stands recently completed by the City of Eloy. • The mutual development of a development agreement which will include among other items the inclusion of a provision that allows for the City to repurchase the land for the amount paid in the event that no progress toward the City’s goals for the property are met with an agreed amount of time also stated in the development agreement. Outside of these improvements, the City of Eloy will commit to paving Houser Rd. from 11 Mile Corner Rd. to Highway-87. Bonds required. Prevailing wages.
