The City of Placerville (City) is soliciting Proposals from qualified firms (Consultant) to provide consulting services for the Public Services Building joint agency project. At a special joint meeting of the Placerville City Council and the El Dorado County Fire Protection District in November 2022, the City Engineer presented the Public Safety Building Needs Assessment and Feasibility Study that had been previously authorized, and the City Council directed staff to pursue funding opportunities and initiate project delivery with environmental clearance, right of way, and design for a combined Police and Fire Public Safety Facility at a new site. The study is available online at www.cityofplacerville.org/publicsafetybuilding. In 2023 the Fire District received $1,000,000 in Cal OES grant funds from the State for the purpose of land acquisition, design, and construction of the Placerville Combined Fire and Police Public Safety Building. In addition to having funded the completed needs assessment report, the City and Fire District have budgeted additional funding towards the initial project steps. The purpose of the first phase of the project is to purchase a property for development of the City of Placerville Police Department and El Dorado County Fire Protection District joint Public Safety Building. Taking the Study into account, the consultant will be expected to make a final determination of the minimum acceptable parcel size, as well as the optimum location, combined with availability and price, leading to a recommendation to the Joint Agencies for moving forward with the Right of Way Acquisition process. An environmental analysis of the site and planning approvals will also be needed prior to finalization of the purchase. The Consultant will coordinate with the City Engineer and will work with a stakeholder group comprised of City staff, City of Placerville Police Department, El Dorado County Fire Protection District, as well as elected officials and other community leaders.
