Pre-Bid conference in the Procurement & Contract Services Department conference room located at 450 SE 6th Avenue, Homestead, Florida 33030. At that conference all work will be discussed and all questions answered. No questions will be answered verbally except at the pre-bid conference. You may submit questions in writing to be received at least two (2) days prior to the pre-bid conference to: Xintia Rubio-Rojas, CPPB, Senior Buyer, City of Homestead, 450 SE 6th Avenue, Homestead, FL 33030; via email at: bids@cityofhomestead.com. ***NOTE *** Any Bidder attending this site inspection is required to complete the Site Inspection Indemnity Form (see attachment) or bring a copy of their certificate of insurance evidencing statutory worker’s compensation coverage to the pre-bid meeting as these forms will be reviewed prior to anyone going to the Site Inspection. Bidders who do not supply this information will not be permitted to attend the site inspection.

The project shall provide protection to the facility by improving the existing backup power installation by installing an Automatic Transfer Switch (ATS) and wiring portions of the building to be connected to an existing generator. At the initial time of construction, the building was wired for the generator to only power certain emergency functions and specific areas of the building. Select portions of the building's breakers are currently connected to the generator. The project shall connect the remaining breakers so that the whole building shall be connected and powered when the generator is in use. The ATS shall simplify and provide safety when making use of the generator by diverting power from utility to the generator quickly and easily. The City Hall building houses several departments that are considered critical to government operations, such as the Building Department, Planning and Zoning, Finance, Human Resources, Customer Service and City Manager's Department. The building is also utilized in various recovery efforts in the event of a disaster. Once completed, the project shall enable the building to be fully functional in the event of an outage and avoid loss of vital city services. All project components shall be protected against a 500-year flood event by implementing specific activities or by locating them outside the Special Flood Hazard Area (SFHA), comply with applicable National Flood Insurance Program (NFIP) requirements and shall be protected against wind with a rated enclosure and appropriate anchoring based on its location requirements per ASCE 7 standards, as applicable. Activities shall be completed in strict compliance with Federal, State and Local applicable Rules and Regulations.
