The Vine Street Community Redevelopment Agency (CRA) is soliciting proposals from qualified professional consulting firms with experience in preparing and updating Community Redevelopment Plans to update the Vine Street CRA Master Plan in accordance with Chapter 163, Part III, Florida Statutes. In 2012, the City of Kissimmee City Commissioners approved the creation of the Vine Street CRA. The Master Plan (Available to download) was subsequently adopted, providing the framework to advance the Vine Street Corridor Vision. The Master Plan built upon the Vine Street Vision and Action Plan and the Vine Street Overlay District Design Manual. At the time of adoption, the Master Plan was structured around seven guiding principles, which formed the goals, objectives and policies. Since the time of adoption, the Vine Street CRA vision remains the same, to transform the existing stripstyle, highway commercial development into a connected series of mixed‐use, urban scale neighborhoods and villages. While the corridor continues to struggle with changing development patterns and regional economic influences that contribute to aesthetic and economic decline, several recent initiatives contribute to the gradual improvement of the corridor – adoption of the Form-Based Code, street light upgrades, FDOT US192 Pedestrians and Drivers Safety Improvements Project, and landscaping.
