The City of Milton is seeking Engineer Services for the renovation of the 4740 square foot city-owned facility into a multi-use utility worker training and utility administrative operations facility. The purpose of the renovation of this facility is to facilitate the growth of critically needed utility workforce training programs in the area. The City of Milton (City) utility administrative operations facilities are located on the corner of Alabama and Dixon Street; Milton, Florida (Parcel 34-2N-28-0000-24600-0000). Old City Hall (5438 Alabama Street, Milton, Florida 32570) is scheduled to be renovated utilizing Florida Legislature appropriated funds. Activities to include site control, pre-construction inspection/design for scope and project priority development, critical repairs (plumbing/electrical), floor plan modifications to include a 20-person capacity classroom area with ADA access, an ADA restroom, as well as alternative onsite utility equipment/supplies storage to upgrade and expand a parking lot. If procured, responders to this RFP would be expected to work collaboratively with the City and State of Florida, Department of Commerce. Responders must have demonstrated experience in providing such services and an understanding of the standards and requirements typical to perform the work. The responders must hold and maintain appropriate certification deemed necessary by local, State and Federal agencies. Activities shall be completed in strict compliance with State and Local applicable Rules and Regulations. B. GENERAL SPECIFICATIONS: The Firm will prepare written design plans, specifications, and priorities for the renovation of the old City Hall facility and other associated structures located on parcel number 34-2N-28-0000-24600-0000. The Firm shall be responsible for obtaining all permits and approvals associated with this work. The Firm is required to have a licensed professionals on the team and any other Architectural, Engineering and Specialty Disciplines necessary to complete the project as described in the Scope of Work (SOW) below: • Establish project constraints and design requirements: o Initial meeting with City, o Site inspections, o Permitting, o Project schedule, o Project budget. • Bid and Award Phase: o Prepare bid documents, o Attend pre-bid meeting, o Answer questions and prepare addendum, o Review proposals and make recommendations, • Construction Administration Phase (to be negotiated prior to construction): o Attend pre-construction meeting, o Review construction schedule, o Make periodic visits to the project site, o Respond to requests for information, o Review payment applications, certify (using AIA forms G702 and G703 or their equivalents) that the project or a quantifiable portion of the project is completed, and provide before and after photos of the project progress. o At invoicing, obtain contractor and supplier data for required minority and service-disabled veteran business enterprise reports. o Review change order requests. • Project Closeout: o Assist in preparation of punch list, o Assist in preparation of and review project close-out documents, o Perform final inspection.
