Clark Michels JV is looking to connect with interested trade partners for pre-construction services on the WSSC Water 102" Anacostia Trunk Sewer Rehabilitation Phase 2 Progressive Design-Build project. Our team is specifically aiming to partner with certified Minority Business Enterprises (MBE) and Small Local Business Enterprises (SLBE) for these opportunities. WSSC Water does not certify MBE firms directly, but recognizes certified MBE’s from the five agencies below:

• Maryland Department of Transportation (MDOT)
• Prince George's County Supplier Development & Diversity Division (SDDD)
• District of Columbia's Department of Small and Local Business Development (DC- DSLBD)
• Capital Region Minority Supplier Development Council (CRMSDC)
• Women's Business Enterprise Council Greater DMV (WBEC)

Project Description:

This Progressive Design-Build project involves comprehensive engineering, permitting, and construction required to rehabilitate approximately 6,620 linear feet of a 102" reinforced concrete trunk sewer stretching from WSSC Water’s Anacostia Depot downstream to the Anacostia WWPS. Executed under a Progressive Design-Build (PDB) framework, the project tasks include conducting field investigations, reviewing historical data, securing permits and right-of-way acquisitions, and preparing cost estimates.

Project Scope Elements:

The PDB Team will collaborate closely with WSSC Water to deliver a Basis of Design Report (BODR) and develop detailed construction plans to a 70% design level to establish a Guaranteed Maximum Price (GMP) for the final construction. Key scope elements encompass structural pipe remediation, complex bypass pumping operations to manage contributing flows from the connecting 30-inch Dueling Creek trunk sewer, and ultimate asset commissioning.
