PCL/Sundt JV is soliciting SLBE, MBE, WBE and OBE subcontractors and suppliers to bid the Roberto R. Bustamante WWTP Expansion (RRBWWTP) GMP 1 – Digester and Early Site Mobilization (CMAR) for EPWater in El Paso, TX. A Pre-bid & Site Walk will be held on March 30, 2023 @ 10:00 AM (MT). Meet at the EPWater conference room located at 9751 Pan American Dr., (Bldg C, Second Floor, Classroom B) El Paso, Texas 79927. PPE is required on the project site. No RSVP required. Project Description: 1) Installation of one (1) new anaerobic digester including one (1) anaerobic digester radial beam floating gas-holder cover, one (1) linear motion mixer, cover appurtenances and associated digester gas safety equipment. 2) Installation of two (2) new digester waste gas burners, one (1) condensate vault with one (1) submersible sump pump, two (2) new pilot gas control panels and 16-inch low pressure digester gas (DG) pipeline from the anaerobic digesters to the waste gas burners. 3) Upgrades to the two (2) existing anerobic digester pump rooms including structural modifications, architectural improvements, demolition of existing process mechanical, HVAC, and plumbing equipment, installation of four (4) sludge heat exchangers (Tube-in-Tube), four (4) horizontal recessed impeller sludge transfer pumps, eight (8) horizontal recessed impeller sludge recirculation pumps, and six (6) hot water secondary loop pumps inside the mechanical rooms. 4) Upgrades to three existing anerobic digesters including replacement of drain piping, level sensors, and digester gas collection piping and appurtenances on the pump room rooftops. 5) Installation of new pedestrian walkway on the existing pipe bridge between the anaerobic digester pump rooms. 6) Installation of one (1) new digester area electrical building including all new electrical gear, transformers, feeders, switchgear, controls, conduits, conductors to equipment, and HVAC. 7) Associated above grade and underground yard piping, civil/site, grading and paving. Yard piping includes connection of existing natural gas lines to new waste gas burners, digester gas condensate line, process drain lines including connection of new 12” drain line to the existing IPW pipeline. Two (2) new manholes will connect process drain lines from Digester Pump Room No. 2 (service Anaerobic Digesters No. 3 and 3) to the existing plant drain line. Installation of stone columns as a foundation for the digester structure. This is a Prevailing Wage Project. PCL intends to break up the requirements into smaller portions to encourage maximum participation, arrange time frames for contracts & establish delivery schedules, where the requirements permit, in a way that encourages & facilitates participation of LSBE, MBE and WBE firms. Qualified LSBE, MBE and WBE firms are encouraged to submit bids in response to this invitation.
