We are requesting bids for the following trades and/or material suppliers:

PCL Construction, Inc. is soliciting Certified DBE/WOSB/SBE/SDB/SDVOSB/HUBZone/ Subs & Suppliers to bid the South Bay International WWTP Rehabilitation & Expansion PDB Project in San Diego County, CA for the International Boundary and Water Commission.

The required work shall be performed in accordance with all applicable Federal, State and Local laws & regulations. The Contractor shall provide all labor, materials, management, supervision, services, and coordination required to fulfill the scope of work.

Subcontractor bids are being solicited for the following:

• Structural Concrete Installation

Supplier bids are being solicited for the following:

• Blowers Positive Displacement
• Integrally Geared SS Centrifugal Blowers
• Direct Drive SS Turbo Blowers
• Submersible Solids-Handling pumps
• Mechanically-raked bar screens

• Electrical Switchgear & Generators

A site visit will be held on March 10, 2026, at 10:00 AM PST at the project site located at 2995 Clearwater Way, San Diego, CA 92154 at the PCL trailer. All attendees are required to wear appropriate PPE and present valid identification to gain access to the site.

Project Description: The South Bay International Wastewater Treatment Plant (SBIWTP) is a plant located in San Diego County, CA. The plant treats sewage originating in Tijuana, Mexico and discharges it to the Pacific Ocean. Located at the San Diego Field Office, SBIWTP is part of the U.S. International Boundary and Water Commission (IBWC), a federal agency headquartered in El Paso, TX.
