Description

he issue is with the handrail on top of the culvert headwall, which measures less than two feet. The drop down below is approximately 12 feet. The handrail that extends down the sides of the culvert (wingwalls) is the same height, but because the elevation slopes down, the height of the walls + handrail increases. This is in a public space, therefore safety is a concern.
