Description
The work shall consist of furnishing all labor, materials and equipment required for the complete execution of all painting work (including power washing the exterior) specified herein, as described in the scope of work and as reasonably inferred to be performed on the Town building. All surfaces specified to be painted shall be dry and cleaned free of all dirt, grit, grease, mold, mildew, foreign substances and all loose, peeling, blistering, chalking or scaling paint. All existing good paint can be encapsulated/covered by new paint. The painting of the building will consist of two (2) new coats of paint on all surfaces. Exposed wood surfaces shall be provided with a primer coat prior to the first and second coat. The handicap ramp shall receive two (2) coats of grit paint. There are also four areas requiring wood and metal flashing work that needs to be repaired as discussed in this document prior to painting. The Contractor bidding on Bid #1 will be responsible for; The repair of any woodwork on the building (not window sashes), Proper preparation of surfaces to receive prime and finish coats including power washing all exterior walls and any other surfaces to be painted to remove dirt, dust and debris prior to painting. See
Preparation of Surfaces. All loose and bubbled paint shall be scraped from surface and then sanded to smooth rough spots. Collection and legal disposal of paint scrapings. See Lead Paint Remediation. (Note: The building was last painted with lead paint in the 1950's). Protection, cleaning and restoration of project areas. See Site Protection. The complete painting of all exterior doors and door trim. Painting of exterior of Town Hall including but not limited to wood siding, fascia's, soffits, shed roofs, railings, handicap ramp, doors, wood or ferrous hand rails and railings, porch floor, porch ceiling, basement door and all exterior wood trim including window frames except for materials to remain unfinished such as aluminum, stainless steel, copper. See Exterior Wood. The window reglazing and
painting of the sashes are not part of Bid# 1 and covered under Bid# 2. Caulking of any necessary areas. Not in Bid# 1: Repainting of sashes and reglazing of windows Bid 2. Scope of Work: Reglazing Window Sashes: Bid# 2: The work shall consist of furnishing all labor, materials and equipment required for the complete execution of all reglazing and painting of the sashes. All glazing that is not in good shape will be removed and the window reglazed. Any glazing that is cracked, loose or letting water enter behind the glazing putty is considered not in good shape. If an electric heat gun is used to loosen the putty care must be taken not to damage the sash or glass panes. Some of the panes are in excess of 200 years old. A proper heat shield should be used to protect the glass to the greatest degree. Any sash wood repairs should be done with a two‐part wood epoxy, which can be shaped and sanded to match the wood. All bare wood will be repainted with an oil based primer coat. Before being painted with an oil based primer, the glazing will be allowed to harden for a week or more until it "skins". We anticipate the use of soybean and linseed oil based elastic putties. Any other putty needs approval by the Town Building Inspector before being used. When being painted with oil based primer the glazing will be over‐painted onto the glass about 1/16th of an inch to create a proper seal. The painting of the sashes will consist of two (2) new coats of paint on all surfaces. Exposed wood surfaces shall be provided with an oil based primer coat prior to the first and second coat. Oil based
primer should not be used over existing stable paint. The Contractor bidding on Bid # 2 will be responsible for; The repair of any window sashes, removal and reglazing of putty in all window sashes as needed, replacement of up to twenty (20) twenty panes of broken glass using older style glass. (We have a number of about fifty (50) panes that have small cracks in the corners. Ones with minor cracks can stay. The Town Engineer will make the determination which panes should be replaced. Replacement glass should be a pane glass that has a similar look to the existing glass. There is a separate price per pane on the bid sheet, proper preparation of sash surfaces to receive prime and finish coats including washing all surfaces to be painted to remove dirt, dust and debris prior to painting. Note for window sashes power washers should not be used, all loose and bubbled paint shall be scraped from surface and then sanded to smooth rough spots, collection and legal disposal of paint scrapings.
