Description
Wetland Delineation and Hydraulic Modeling The Eugene Water & Electric Board (EWEB) requests proposals from consulting firms interested in providing wetland delineation and hydraulic monitoring for the McKenzie River Watershed Restoration. EWEB and its project partners are requesting proposals from qualified contractors to provide hydraulic analysis, and permit management for both floodplain restoration projects and wetland determination for one project (Quartz Creek).
The timeline for completing the work required under this RFP is summarized below:
• Finn Rock Reach Phase 2 project is scheduled for construction in summer 2022. All tasks under this scope
of work, including permitting, will need to be completed by June 30, 2022.
• Quartz Creek floodplain project is scheduled for construction in summer 2023. However, EWEB is applying
for FEMA Hazard Mitigation Grant Program Project funding to support this work. As a result, EWEB will
need to provide FEMA with hydraulic modeling and design support tasks and provide assurances that
permitting tasks will be accomplished to support the 2023 project implementation schedule. At this time,
FEMA has not provided guidance on what the permitting assurances need to include. The deadline for
completing this work in time for the FEMA HMGP application deadline is December 31,2021.
