Non-Construction Bid for Remote Monitoring System for Streetlights, City of Industry, CA

Description

The City of Industry (“City”) purchased and acquired 1,985 streetlights from Southern California Edison (“SCE”) on January 16, 2020. City already had 516 streetlights owned, maintained and operated in the Industry Public Utilities – Electrical (“IPU”) served area of the City. In addition, the City plans to acquire 148 streetlights from SCE after June 30, 2021, upon the dissolution of the Los Angeles County Underground Maintenance District. Most of these 2,649 streetlights are high pressure sodium vapor (“HPS”) and City is in the process of soliciting bids for conversion of these HPS streetlights to light emitting diode (“LED”). City is planning to implement a remote monitoring system for streetlights in order to maintain and operate its streetlights in a safe condition and reduce its ongoing operations and maintenance cost. City is soliciting proposals from manufacturers of remote monitoring systems that consist of streetlight wireless controllers (“Nodes”), wireless communication network gateways (“Gateways”), a web-based software for Centralized Management System (“CMS”), and engineering support for deployment, reconfiguration, programming and testing of complete remote monitoring of streetlight system to make it functional, through this Request for Proposals (RFP). Installation of nodes and gateways will be by City’s contractor selected for the conversion of streetlights to LEDs.
