Description
The overall project includes the construction of a new WWTF at the new WWTF site; a new Fish Creek Lift Station (FCLS) at the existing lift station site; and possible relocation of the Thompson River Lift Station (TRLS); associated interceptors and force main modifications and improvements; and abandonment/demolition of portions of the existing WWTF, lift stations, and associated pipelines. Interceptor and force main modifications and improvements are required to convey wastewater from the existing collection system to the new WWTF site. The new WWTF will provide treatment that meets current codes, safety requirements, and upcoming discharge regulations while also providing space for build-out treatment capacity of the Estes Valley. The engineering firm must be qualified to provide full professional engineering design and construction management services for the project activities. Professional engineering services that will be required include preliminary and final design development. The project delivery method for construction will be determined during the design phase and in compliance with the selected financing entity.
Specific areas of expertise listed below are provided for information to interested engineering firms; additional functions may be required as the project progresses.
Phase II: Professional Engineering Design Services
Full professional design services are required with all related engineering disciplines, including, but not limited to, the following:
Environmental Impact Studies that are in addition to the Environmental Report required by USDA.
Permitting (e.g., Army Corps of Engineers 404, CDPHE Wastewater Treatment, Larimer County 1041, Estes Valley Development Code, Bureau of Reclamation, Colorado Department of Transportation).
Geotechnical investigation and design.
Water quality testing.
Process design.
Architectural design.
Interior design.
Surveying.
Civil engineering (including storm water management).
Utility design and coordination.
Landscape design.
Structural engineering.
Mechanical and plumbing engineering.
Electrical engineering/lighting design.
Fire alarm design.
Acoustical engineering.
Controls engineering.
Signage.
Tele/data, IT, security, and audio/visual systems.
Experience in design for LEAD and/or ISI certification.
Assist to secure approval of the design of all project components for financial assistance.
Scheduling assistance.
Attend project review meetings, meetings with consulting agencies, meetings with funding agencies and UTSD board and public meetings (as required).
Assist in pre-qualification and selection of general contractor.
Phase III: Construction Management
Contractor selection, bidding, and construction management services will be required for the project, including full-time construction observation. UTSD reserves the right to conduct an independent selection for construction management services after delivery of bid documents, if deemed to be in the best interest of the project and UTSD.
All qualifications and documents must be submitted to UTSD for consideration. UTSD intends to offer a contract to the engineering firm that UTSD determines in its sole and exclusive discretion to be the best qualified to provide a range of services to be negotiated after selection. Insurance required.
