RFI: Water Flow Metering and Telemetry System, Raleigh NC

Description
Permitted Industrial Users that discharge wastewater to the City of Raleigh sanitary sewer are
required to monitor flow for permit compliance (flow limit) and billing. Each industry has an
on-site flume or weir, with a flow meter. Flow telemetry is desired for trending and planning.
We currently use a modular Teledyne Isco Flowlink telemetry system that can interface with a
variety of flow meter brands through a 4-20 mAmp or 2-10 mAmp. Flow data is transmitted
over a 2g network to an on-site server database.
• The 2g network is becoming obsolete and we have been notified that it will sunset
in the near future.

• SIM card replacement is not an option, so we are committed to specific networks
and carriers.
• We have had several telemetry transmission or metering transmission issues that we
could not successfully troubleshoot; Product support through the vendor has been
inadequate.
• Several metering systems are aging and will need to be replaced in the near future
but we are hesitant to require replacement that may be incompatible with a new
telemetry system.
We are looking for a reliable and resilient telemetry system that offers versatility. The following
features may be attractive:
• Cloud-based
• Agnostic design for data management or suitable management solution
• Modular design which can be used with various pre-existing meters
• Allows for the replacement of Sim cards in existing equipment
• Interfaces with various meters via a 4-20 or 2-10 signal
• Ability to also transmit pH data
• Ability to interface with automatic samplers. questions due 9/10/21
