Description
The Chemung County Buildings & Grounds (CCBG) shop parking area located at 217 Madison Avenue, Elmira, NY 14901 has deteriorated. The adjacent parcel (219 Madison Avenue) was purchased, the structure demolished and a temporary parking area established. The purpose of the project is to restore the area to create an accessible and safe parking area with drive access to the rear of the shop. An internal storm sewer and an extension of the storm sewer on Madison Avenue are included in the base bid of the project. Substantial completion is deemed to be all project work elements except for Item 9 – Top Course Paving and Item 16 – Final Restoration. The alternate bid includes the installation of concrete bollards and repair of the sidewalk in the road right-of-way. Base Bid Description: The base bid scope of work is summarized as follows: Milling of existing pavement areas and earthwork as required to establish new grading plan. Undercut soft spots as directed by Engineer (paid via an allowance). Removal and legal disposal of spoils and construction waste. Install five (5) 2’x2’ catch basins and related storm sewer. Requires 12” NYSDOT Item 4 backfill and Mirafi 600X geotextile for subbase restoration. Repair 75 lineal feet of granite curb within ROW. Paving of parking areas with 3.5” of NYSDOT Type 3 Binder Course and 1.5” of NYSDOT Type 6F Top Course. Pavement striping as per Site Plan. Erosion and Sediment Control Measures, Workzone Traffic Control and Obtaining Right-of-Way Work Permit. Final clean-up of all construction debris, and lawn restoration as required. Alternate Bid #1 Description: Alternate Bid #1 is the furnishing and installation of seven (7) 6”steel pipe bollards filled with concrete as per detail. Alternate Bid #2 Description: Alternate Bid #2 is the repair of the disturbed sidewalk within the right-ofway with 5” thick concrete as per detail. The time limits for completion are as follows: Substantial Completion: 180 days and Final Completion and readiness for final payment: 210 days.
