Description

Elsinore Valley Municipal Water District (District) is soliciting proposals from qualified firms to provide as needed grant management and compliance monitoring services for funding awarded from agencies not limited to the State Water Resources Control Board, Division of Safety of Dams, Bureau of Reclamation, Federal Emergency Management Agency, California Governor's Office of Emergency Services, California Department of Water Resources, California Wildlife Conservation Board, the American Rescue Plan Act, and potentially any other funding that may potentially be obtained as set forth in the Scope of Work attached hereto as Exhibit A. The initial term is anticipated to be from September 1, 2022 to June 30, 2027. EVMWD will have the option, at its sole discretion, to extend the agreement and negotiate a revised price, if any, for up to 3 additional one-year terms. If the parties are unable to reach an agreement, EVMWD, at its sole discretion, will not move forward with the renewal option and shall re-bid the work. Respondents to this RFP must be able and willing to commit the necessary resources to complete the project within this timeframe. The Project is anticipated to be funded with one or more of the following funding sources American Rescue Plan Act (ARPA); (Title VI of the Social Security Act Section 602 et seq.) Coronavirus Local Fiscal Recovery Funds (CLFRF) provided through the County of Riverside; U.S. Department of the Interior, Bureau of Reclamation (Reclamation) Title XVI Water Reclamation and Reuse funds; Clean Water State Revolving Fund (SRF) funds provided through the California State Water Resources Control Board; or State of California Wildlife Conservation Board funds. Funding sources may also include Federal Emergency Management Agency, California Governor's Office of Emergency Services, California Department of Water Resources or similar funding source (all of the foregoing sources are collectively referred to herein as “Funding Sources”).
