Description
The Boulder Water Resource Recovery Facility Phosphorus Upgrades Project (BWWRF PUP) will address necessary improvements to remove phosphorus and improve effluent quality as identified by State of Colorado Discharge Permit System. This includes, but is not limited to, modifications to the existing aeration basins and solids contacts tanks aeration system (i.e., diffuser and aeration control valve replacement, supplemental mixing, aeration piping modifications, additional I&C capabilities), replacement of 2 existing aeration blowers, modifications to equipment in the RAS gallery, construction of a new hydrocyclone facility with the installation of two new hydrocyclone skids, retrofit of the existing pre-dewatering storage tank and post-aerobic digester, sandblasting and recoating of a primary sedimentation tank No. 3, and all associated structural, architectural, mechanical, instrumentation and control, electrical, and site work. The work also includes site piping, earthwork, paving, erosion control, pressure testing and disinfection, clean-up. Project is expected to be completed by 9/30/2025. Project documents are at 90% complete. PCL intends to break up the requirements into smaller portions to encourage maximum participation, arrange time frames for contracts and establish delivery schedules, where the requirements permit, in a way that encourages & facilitates participation of DBE’s. This project anticipates funding from the Colorado State Revolving Fund (SRF) loan program. Bidder’s attention is called to the SRF requirements in the bid package. Disadvantaged Business Enterprise (DBE) requirements and goals are included in the specifications. Also, certified DBEs are encouraged to bid.
